    The fourth Regional Science and Technology Congress 2019 was held at Maulana Abul Kalam Azad University of Technology (MAKAUT), WB, Haringhata, Nadia for the Southern Region in great grandeur on  23rd and 24th of December 2019. It was jointly organized by the Department of Science & Technology and Biotechnology (DSTBT), Govt. of West Bengal and MAKAUT.

    The inaugural day was graced by a number of Vice-Chancellors from different Universities of West Bengal and the Scientists and Officials from the Department of Science and Technology & Biotechnology (DSTBT). Among the Vice-Chancellors present on the Inaugural Day were Prof. Ashutosh Ghosh of Rani Rashmani Green University, Prof. Sankar Ghosh of Kalyani University, Prof. Subrata Kumar Dey of Brainware University, Prof. Dharanidhar Patra of Bidhan Chandra Krishi Viswabidyalaya (BCKV) and Prof. Gautam Paul, Pro VC of Kalyani University. 
    This year, the Science Congress was organized with a different note. The Vice Chancellor of MAKAUT, Prof. (Dr.) Saikat Maitra always puts emphasis on entrepreneurship development and tries to encourage the students in this direction. the platform of the Science Congress will also be utilized to give a boost to such activities by the school and college students. The APC Roy Memorial Exhibition on Start-up and Entrepreneurship will be inaugurated on the very first day of the Science Congress. The legendary scientist Acharya Prafulla Chandra Roy, despite being an academician, laid stress on entrepreneurial activities and himself founded the Bengal Chemicals and Pharmaceuticals Ltd, as early as in 1892. It is India's first pharmaceutical company. Thus, instead of organizing a memorial lecture, this exhibition had been arranged to pay homage to him.

    Historic Moment: The Inauguration of the Fourth Regional Science Congress on 23rd December
    The Inaugural Address was delivered by Prof. (Dr.) Dharanidhar Patra, the Vice-Chancellorv of Bidhan Chandra Krishi Viswabidyalaya (  BCKV), Mohanpur, Nadia. He highlighted the importance of more commercialization of agriculture by using Internet of Things (IoT) and remote sensing technology. Side by side the social stigma on practising agriculture must be removed. Prof. Patra said, "The World Trade Organization has called for increasing agri-business. We can also check rural-urban migration through agricuilture. Honey. bio-pesticides etc can be produced marketed and that is also entrepreneurship."
    Prof. Basab Chaudhuri, Vice Chancellor of West Bengal State University, Barasat said, "A scientist is a global person and we must pledge to have global scientific temperament to solve local problems."
    The MLA of Haringhata. Ms. Nilima Nag reminded everybody that Haringhata and adjoining locality is becoming an educational hub with so many Universities and institutes.
    The Vice-Chabncellor of Kalyani University Prof. (Dr.) Sankar Kumar Ghosh highlighted on the importance of innovation and said, the job seekers can become job providers with the help of such innovations and proper patenting. He reiterated that India can be a leader in such a transformation. Firstly, Start-up enterprises and Incubators are essential and changing the mind-sets of people is essential for ushering in such transformation. Secondly, research is important for such innovations.
    Prof. (Dr.) Ashutosh Ghosh, Vice-Chancellor of Rani Rashmoni Green University also said that India will have to compete with the entire world in the field of innovation.
    Prof. (Dr.) Phalguni Gupta, Director NITTTR, Kolkata and Dr. Subrata De, Vice-Chancellor of Brainware University also mentioned the importance of innovation and technology transfer. Prof. (Dr.) Goutam Paul, Pro-Vice Chancellor of Kalyani University said that the aim behind organizing the Science and Technology Congress is to stimulate science teaching and research for the benefit of society.  
    The  Commissioner of DSTBT Sri Dipankar Chowdhury, IAS highlighted the fact that start-up and entrepreneurship were for the first time given so much importance in the Science and Technology Congress. 
    The Vote of Thanks was delivered by the Hon'ble Registrar of MAKAUT, Dr. Partha Pratim Lahiri. He urged before DSTBT to arrange for some funding , if any styudent undertakes researtch activities.
    The Hon'ble Vice-Chancellor of MAKAUT, Prof. (Dr.) Saikat Maitra was very enthusiastic about this programme. He is hopeful that in future the National Science Congress can be organized by MAKAUT.

    Prof. Maitra mentioned that the 4th Regional Science and Technology Congress (Southern Region) had been organized with a different note. This year for the first time an exhibition of different scientific models developed by school and college students was arranged to encourage the younger generation. In fact, Prof. Maitra always puts emphasis on entrepreneurship development and tries to encourage the students in this direction. The platform of the Science Congress was also utilized to give a boost to such activities by the school and college students. Prof. Maitra said that the facts about the exhibited models will be stored in 'cloud' software, so that interested entrepreneurs can contact the concerned students.
    The enthusiastic Students of different affiliated Colleges of MAKAUT and also school students from Kolkata, Nadia district and other areas of West Bengal have submitted different models which were exhibited. More than 100 projects were submitted by them.
    As this Science Congress is for the Southern Region, students from North and South 24 Parganas, Kolkata, Howrah, Nadia and Murshidabad participated. Competitions, Poster Presentations, Paper Presentations were organized as a part of the Exhibition.

    Panel Discussions were organized in both days on the topic Science for Societal Development.

    Selected papers from the Northern, Western and Southern regional Science and Technology Congresses will be presented at the West Bengal State Science and Technology Congress to be held at Science City, Kolkata during 28th and 29th February 2020.

    The West Bengal State Science & Technology Congress (WBSSTC) provides a forum for interaction and deliberation, review of the present status of R&D efforts and to formulate strategies for better utilization of scientific and technical manpower for the overall development of the State of West Bengal. The event also provides a platform for encouraging talented young scientists of West Bengal to read and published their papers in vernacular language.
