Science education is undergoing sweeping changes in recent years and tradition is making room for a new orientation of higher education. In order to keep resonance with the change, the Department of Science &Technology and Biotechnology (DSTBT) of the Government of West Bengal is working hand in hand with Maulana Abul Kalam Azad University of Technology (MAKAUT), WB.
The most recent outcome of this cooperation is the signing of two Memorandum of Understandings (MOUs) between the Department of Science &Technology and Biotechnology of the Government of West Bengal and MAKAUT to introduce a number of academic curricula on the 24th of July, 2019, at Vignan Chetana Bhavan, Salt Lake, Kolkata.

Prof. Maitra underlined the importance of introducing the courses on intellectual property rights and technology business management for venturing into entrepreneurship. He highlighted the importance of start-ups for career building and patent rights are the key to such initiatives.
The minister also laid stress on the importance of these types of specialized courses. He mentioned in this occasion that the Gobernment of West Bengal is giving special emphasis on these types of curricula to improve the emoloyment scenario of the state. Another aim of the government is also encouraging the young generation to undertake staet-up ventures of their own.
The first MOU signed between the Patent Information Centre of the West Bengal State Council of Science & Technology (under the department of Science & Technology and Biotechnology) and MAKAUT. The objective is to introduce one year Post Graduate Diploma and six months' Certificate Courses on Intellectual Property Rights and Technology Business Management.
The Department of Science & Technology, Government of West Bengal presently known as Department of Science & Technology and Biotechnology is initiating a P.G. Diploma Course in Intellectual Property Rights and Technology Business Management (duration One Year) as well as a Certificate Course on Intellectual Property Rights and Technology Business Management (duration Six Months)
These courses aim to build skilled human resources to handle the critical issues of Technology Business Management using Intellectual Property Rights as a tool for establishing an organisation. This will create huge job opportunities for the state of West Bengal.
Actually many new entrepreneurs do non know the laws of patenting and its usefulness. Herein lies the usefulness of these courses. These courses are designed to make the young generation aware of the laws, so that they do not have to suffer, once they start their new ventures. MAKAUT wants to be a true friend of such entrepreneurs an d guide them at all stages.
